Allan Frank

Allan Frank

CIO

Allan brings 35 years of knowledge in technology and business leadership to his position as Chief Information Officer for the City of Philadelphia. His background includes co-founder of a publicly-traded Consulting and Research company, Senior Partner in a Global Professional Services Firm, and extensive experience in setting strategy, implementing and operating core business processes, product development, marketing, internal IT management, software development and all facets of building a world-class technology/services organization. He is also a recognized as an expert in the areas of information delivery, decision support and knowledge management.

Allan began his career with Arthur Young & Co. in the 1970's first as an auditor, and later as a manager where he provided strategic and operational consulting services in the financial systems and process areas across a variety of industries. He also performed considerable consulting work for both the City of Philadelphia and the State of Pennsylvania across various agencies. From there he became Vice President for Premier Systems where his responsibilities included program management and development of the client services infrastructure in support of the new software product aimed at Trust Departments for large financial institutions.

Allan later worked for KPMG Peat Marwick, a major international accounting and consulting firm. He moved quickly through the ranks and ultimately became senior partner in the firm's consulting department. He was also elected as a member of the Board of Directors by the firm's partners to provide fiduciary oversight of the overall business. Also during his tenure with KPMG, he reported to the Chairman as Chief Technology Officer, responsible for guiding the overall market-facing technology product and services strategy for the firm and was responsible for all internal technology-related functions in the firm, client-facing as well as internal IT infrastructure and applications. Wearing his consultant hat, Allan has held titles of National Partner-In-Charge and Global Service Leader for Enabling Technologies Consulting Practice.

In 1997, Allan co-founded Answerthink, Inc., a publicly-traded, global strategic advisory firm, and served as a member of the Board of Directors, as well as the President and Chief Technology Officer with responsibility for the firm's IT consulting offerings, service delivery strategy, product development, and training and internal technology infrastructure. He also was the Senior IT Research Fellow for the Hackett Group, a division of Answerthink and the world's leading benchmarking and best-practicing advisory firm. Most recently, Allan founded and served as President of the AKA Group, a strategic consulting firm providing strategic IT transformation services in areas such as IT Business Governance, IT Competency and Resource Management and Technology Architecture.

Allan has been recognized for his contributions to the IT Industry by several technology publications including Philadelphia Tech where he was selected as one of the top 10 Technology Leaders in the region and InformationWeek where he was selected as one of the top 10 Technology Innovators in the United States. He received the 2001 Computerworld Premier 100 Award which identified him as one of the top 100 people in the U.S. having an exceptional ability to lead their organizations through the effective use of technology.

The consolidated Division of Technology (DoT) was established in July 2009 by Mayoral Executive Order. While DoT had existed for a number of years in different incarnations, the Executive Order consolidating all IT resources and personnel into one centralized department represents a dramatic change in how Philadelphia's IT resources are managed and allocated.

DoT now oversees all major information and communications technology initiatives for the City of Philadelphia. DoT's main responsibilities include:

  • Identifying the most effective approach for implementing new information technology directions throughout City government
  • Improving the value of the City's technology assets and the return on the City's technology investments
  • Ensuring data security continuity
  • Planning for continuing operations in the event of disruption of information technology or communications services
  • Supporting accountable, efficient and effective government across every City department, board, commission and agency
